NOMS - National Offender Management Service Working together to reduce re-offending |

  The National Offender Management Service (NOMS) was created in 2004 following a Number 10, Treasury and Home Office review of correctional services. The review identified key gaps in the work of prisons and probation. It also identified changes in sentencing that had lead to increases in prison and probation workloads. NOMS ensures that a range of services is available to adult offenders and to those on remand throughout England and Wales. The nine Regional Offender Managers (ROMS) and the Director for Offender Management in Wales, working directly to the National Offender Manager, have responsibility for commissioning services in their regions which will reduce re-offending. A range of organisations from all sectors work with NOMS to contribute to its goals by providing services which include offender management, custody, community punishments and programmes and interventions. |

  Linda Jones was the Chief Officer of the Leicestershire and Rutland Probation Area, for sixteen years before she became the Regional Offender Manager in the East Midlands. When she became the new ROM, Linda Jones commented: "LRPA has achieved so much with the help and support of many agencies, including those in the criminal justice system, local authorities and the voluntary and community groups. I will certainly take the lessons from effective joint working with me to my new post."
